NCC introduces new NIN linkage rules

The Nigerian Communications Commission (NCC) has rolled out updated regulations for SIM card registration and the mandatory use of the National Identity Number (NIN).
Released on Thursday, August 15, the new guidelines aim to strengthen existing regulations and introduce self-service measures for users, addressing the changing telecommunications landscape in Nigeria.
A key provision in the new rules is the requirement to remove any NIN linked to recycled SIM cards.
This step is designed to prevent errors in NIN allocation and ensure that new subscribers can register their NINs without complications. The NCC emphasized the importance of maintaining the integrity of the SIM registration process through this measure.
The updated guidelines cover various aspects of the telecommunications sector, including the harmonization of the NIN-SIM registration database, new procedures for SIM activation and registration, guidelines for corporate entities, Internet-of-Things (IoT), and Machine-to-Machine (M2M) activations, SIM activation for foreigners, mobile number portability (MNP), and the regulation of agents and dealers.
Under the new rules, corporate entities purchasing SIM cards must designate a Primary Telecoms Master, who should hold at least an executive management position within the organization. Additionally, a Secondary or Operations Telecoms Master can be appointed, with their details included in a Telecom Master Authorization letter.
The Telecom Master Authorization letter must be signed by one or two C-Level executives of the organization and include the registered names, official designations, and NINs of both the Primary and Secondary Telecoms Masters, along with other relevant details such as the MSISDN associated with the Primary Telecoms Master.
For Machine-to-Machine (M2M) SIM registrations, only the NIN of the Primary Telecoms Master is required, streamlining the compliance process for companies involved in IoT and M2M activities.
The regulations also mandate the submission of a CSV file or another searchable format listing all associated or secondary SIMs on the same corporate account. This file must include the first and last names of each secondary user, their NINs, and any alternate SIMs they may use.
The NCC’s revised guidelines represent a comprehensive effort to enhance the security and efficiency of SIM registration and usage across Nigeria.
